This past weekend saw the 71st edition of the National Football League draft unfold in New York City. No doubt Buffalo fans are still debating the merits of the Bills' moves over the two days of the draft. The only thing that is certain before drafted players actually take the field is that each team is convinced they've improved their lot immensely. The beauty of the NFL draft is that it ranks the teams in reverse order from their records of the previous year and allows lousy teams an opportunity to get better quickly. Wouldn't it be great if cities could do the same? With that thought in mind, let's go directly to the National City Draft for 2008. I'll be acting as general manager for Niagara Falls. The 32-city draft is seven rounds long, and we'll be picking out of the fifth slot behind Gary, Ind.; Flint, Mich.; Buffalo, N.Y.; and Little Rock, Ark.
